Odisha Reviews Urban Governance: Citizen‑Centric Cities in Focus

Bhubaneswar, May 2026: The Odisha Housing & Urban Development Department convened a high‑level Urban Governance Review Conference chaired by ACS Usha Padhee, bringing together Commissioners and Executive Officers from across the state.

Minister Dr Krushna Chandra Mahapatra directed immediate sanitation and drainage cleaning ahead of the monsoon, while stressing digitised personnel databases and monthly progress reporting for ULB staff.

The conference emphasised financial sustainability, urging ULBs to achieve 50% self‑sufficiency through innovative revenue generation and strict financial discipline.

Orientation sessions on the Central and State Finance Commission guidelines were also held.

Urban identity and infrastructure were highlighted with uniform welcome gate designs for new NACs, rejuvenation of waterbodies, and expansion under Mukhyamantri Sahari Vikas Yojana (MSBY) and Rural Urban Transition Policy (RUTP).

Smart LED street lighting projects were reviewed for safety and energy efficiency.

Water and sanitation initiatives, including the SUJAL Mission’s 24×7 “Drink From Tap” facilities, solid and liquid waste management, and the GARIMA programme, were assessed.

Community participation and behavioural change were identified as key drivers for cleaner cities.

Housing and mobility projects under PMAY (Urban & 2.0) and CRUT’s public transport infrastructure were reviewed, with integrated mobility systems proposed for sustainable growth.

ACS Padhee urged ULBs to leverage the Rs 1 lakh crore Urban Challenge Fund, adopt PPP models, and ensure technology-driven governance for resilient urban development.
