Odisha Enacts Landmark Marine Fishing Regulation Bill 2026
Bhubaneswar: The Odisha Assembly has passed the Marine Fishing Regulation Bill 2026, repealing the outdated Orissa Marine Fishing Regulation Act of 1982.
The new legislation aims to modernise the state’s marine economy, strengthen fishermen’s safety, and align with the Viksit Odisha Vision 2036–2047.
The Bill introduces strict licensing norms, vessel monitoring systems, and mandatory safety equipment such as transponders and VHF radios.
Fishermen will be issued biometric Aadhaar‑linked IDs and provided enhanced insurance coverage.
Beyond regulation, the law promotes deep‑sea fishing, mariculture, and seaweed farming, while prohibiting destructive practices to protect traditional fishers.
It also emphasises green infrastructure at harbours and landing centres.
With a target of Rs 25,000 crore seafood exports by 2036, the Bill is expected to generate employment, boost coastal resilience, and position Odisha as a leader in India’s Blue Economy.
