Odisha Brings Revenue Services to WhatsApp with Ama Sathi
In a landmark step towards citizen‑centric governance, Odisha’s Revenue and Disaster Management Department has launched a WhatsApp‑based grievance redressal system to simplify access to revenue services.
Revenue Minister Suresh Pujari unveiled the initiative through the Ama Sathi chatbot at Lok Seva Bhawan, Bhubaneswar, declaring that “revenue administration is now just a message away.”
Citizens can now lodge complaints related to land records, encroachment, certificates, registration, and disaster relief by messaging 9437292000.
The system automatically routes grievances to the appropriate authority, beginning at the Tahasildar level and escalating if necessary.
Strict timelines ensure faster resolution.
What sets this model apart is its real‑time transparency. Complainants receive WhatsApp updates at every stage—acknowledgement, progress, verification, escalation, and resolution.
After closure, citizens can rate services and provide feedback, creating a loop of continuous improvement.
The chatbot already supports services like mutation applications, land conversion, marriage and society registration, and certificates (caste, income, residence).
The new grievance module expands this into a one‑stop digital platform.
Future plans include digitising physical complaints so both online and offline grievances are trackable.
On launch day, live demonstrations were conducted with citizens from Rayagada, Jharsuguda, and Cuttack, proving the system’s efficiency.
Senior officials, Collectors, ADMs, and Tahasildars across Odisha joined virtually, signalling statewide readiness.
This WhatsApp‑driven model marks a decisive shift from opaque, manual grievance handling to a transparent, monitored, and citizen‑friendly process.
For ordinary citizens navigating complex land and revenue issues, help is now literally in their pocket.
