Odisha to Upgrade ODRAF into State Disaster Response Force (SDRF)

The Odisha government has announced a major restructuring of its disaster management apparatus by upgrading the Odisha Disaster Rapid Action Force (ODRAF) into the State Disaster Response Force (SDRF).

Revenue and Disaster Management Minister Suresh Pujari stated that the SDRF will be equipped with enhanced infrastructure, manpower, and operational capabilities.

A dedicated battalion and officer-in-charge will oversee the force, ensuring faster and more coordinated responses during emergencies.

This move follows the Disaster Management (Amendment) Act, 2025, which mandates every state to establish an SDRF.

The new headquarters will be set up at the upcoming Disaster Management Building, with units expanded from 20 to 30 for strategic deployment across districts.

During recent flood operations, ODRAF deployed 59 teams with 674 personnel across nine districts, rescuing 1,393 people, evacuating pregnant women and medical emergencies, saving livestock, and clearing fallen trees.

The SDRF aims to build on this capacity with a comprehensive Standard Operating Procedure covering training, recruitment, and equipment.

Officials have also been directed to expedite damage assessments for crops, houses, schools, Anganwadi centres, and public infrastructure to ensure timely compensation.

The government emphasised that strengthening institutional capacity is key to safeguarding Odisha against future disasters.
