Odisha Govt Reviews LAccMI Bus and Ama Bus Stand Schemes After Audit Objections

Bhubaneswar: The Odisha government has initiated a detailed review of the LAccMI bus scheme—now renamed the Chief Minister Bus Service (MBS)—and the Ama Bus Stand project following serious audit objections over fund utilisation and operational irregularities.

According to reports, grants worth Rs 2,806 crore were released between 2023 and 2026, but large sums remained unspent: Rs 153.56 crore in 2023–24, Rs 369.18 crore in 2024–25, and Rs 478.36 crore in 2025–26.

The audit questioned why new allocations were made despite idle funds.

Concerns were also raised over the appointment of DIMTS as a consultant without clarity on whether an Expression of Interest or market survey preceded the engagement.

The audit further sought details on verification mechanisms for free student travel, compensation processes, and the scheme’s impact on dropout rates.

The Ama Bus Stand project, renamed Atal Bus Stand, also came under scrutiny for fund usage, operational costs, and possible diversions.

Water transport projects, including ferry services and jetty construction under LAccMI, were similarly flagged.

Transport Minister Bibhuti Bhusan Jena assured corrective measures, stating that 1,422 buses have been rerouted and funds will be properly utilised.

He emphasised that irregularities from the previous regime would be addressed. Meanwhile, Mines Minister Jena reported intensified action against illegal sand transport, with 90 vehicles seized and 51 arrests in recent raids.
