29th Board Meetings of Odisha DISCOMs Focus on Efficiency and Reforms

The 29th Board Meetings of the power distribution companies (DISCOMs) in Odisha, which are responsible for supplying electricity across the state, were held individually under the chairmanship of Anu Garg, IAS, Chief Secretary of Odisha.


The meetings took place at Lokseva Bhawan on 22nd April 2026, where the performance, operational efficiency, and ongoing initiatives of various DISCOMs—including TP Northern Odisha Distribution Limited (TPNODL), TP Southern Odisha Distribution Limited (TPSODL), TP Central Odisha Distribution Limited (TPCODL), and TP Western Odisha Distribution Limited (TPWODL)—were reviewed.

Key issues discussed included power supply reliability, loss reduction, consumer service delivery, and infrastructure development, all aimed at ensuring efficient and uninterrupted electricity supply throughout the state.

Odisha is witnessing a strong push for clean energy under the PM Surya Ghar: Muft Bijli Yojana (PMSG-MBY), which was launched on 13th February 2024 with a total outlay of ₹75,021 crore and is set to be implemented until FY27. To expedite rooftop solar adoption, the Utility-Led Aggregation Scheme (ULA) was introduced by the Ministry of New and Renewable Energy, Government of India, and launched in Odisha in November 2025. This scheme allows domestic consumers with a 1 kW connected load to install rooftop solar systems at a subsidized contribution of only ₹1,875.

The state has reported encouraging installation progress under both schemes. As per reports, 55,888 installations have been completed under the PMSG-MBY, while the ULA scheme has contributed an additional 29,000 installations, bringing the total to 84,888 rooftop solar systems in Odisha. Notably, the state’s achievement under the ULA scheme is the highest in the country, highlighting Odisha’s effective implementation strategy and increasing consumer participation in renewable energy adoption.

Odisha has set an ambitious target to bring 300,000 households under rooftop solar coverage, marking significant progress in its clean energy transition. So far, the state has achieved 83,979 rooftop solar installations, and authorities are preparing to increase the pace to 25,000 installations per month in upcoming phases. The District Collectors of Cuttack and Ganjam have extended financial and administrative support to three villages—Matiakhal (200 households), Olaba (41 households), and Debabhuin (29 households)—covering a total of 280 households. Commissioned in February 2026, this initiative ensures that all beneficiary households now receive electricity with zero monthly bills, significantly alleviating the financial burden on families and improving their quality of life.

The remarkable operational performance of DISCOMs has led to a substantial reduction in Aggregate Technical and Commercial (AT&C) losses from 29.5% in FY 2019-20 to 14.6% in FY 2025-26. In the Distribution Utilities Ranking for Non-Urban Distribution Utilities, TPNODL was ranked 2nd and TPCODL was ranked 4th. There has been no increase in retail tariffs for the last five years. The Odisha DISCOMs have allocated ₹17 crore under Corporate Social Responsibility (CSR) for FY 2025-26 and plan to increase this to ₹20 crore in FY 2026-27. These initiatives aim to enhance access to primary healthcare services in remote areas and create livelihood opportunities through various programs. In 2025-26, 16 mobile health dispensaries have been operationalized for the healthcare of remote villages, with an additional 4 mobile health dispensaries planned for FY 2026-27. Moreover, 20 vocational training centers are operational across Odisha in FY 2025-26, which will increase to 24 in FY 2026-27 to enhance employability and job opportunities.

During the review of all Boards’ performances, the Chief Secretary urged for prompt and effective redressal of public grievances related to power supply. She also stressed the importance of maintaining quality and safety in power distribution services and highlighted initiatives like the PM Surya Ghar scheme in promoting access to clean and sustainable energy. Furthermore, she emphasized the need to enhance Corporate Social Responsibility (CSR) activities in the state.
