Rourkela Smart City Prioritizes Sustainability and Revenue Growth

Rourkela Smart City Limited (RSCL) is transitioning from project execution to long-term sustainability and efficient asset management.

At a high-level meeting chaired by Additional Chief Secretary Usha Padhee, RSCL CEO Deenah Dastangeer outlined priorities, including strengthening the Integrated Command and Control Centre (ICCC), ensuring financial self-reliance, and completing pending projects.

The ICCC, a flagship project worth Rs 106 crore, now operates 594 surveillance cameras across 109 locations and is moving towards automated e-Challan integration with NIC to enhance traffic enforcement.

RSCL has already achieved annual revenue generation of Rs 4.13 crore from completed assets, with further emphasis on land utilisation and innovative financial models.

Accountability measures were reinforced as the Auditorium & Convention Hall project, only 45% complete, was descoped, with remaining work to be executed at the risk and cost of the original agency.

Meanwhile, continuity has been ensured for projects such as the Udit Nagar Market Complex and Multi-Level Car Parking facilities.

The meeting also proposed extending the tenure of the SPV and retaining key officials and consultants to sustain governance momentum.

RSCL’s vision is to build a citizen-centric, efficient, and sustainable urban ecosystem that delivers long-term value for Rourkela.
