Odisha’s Digital Civic Services Record 94% Timeline Adherence

Bhubaneswar: The Housing & Urban Development (H&UD) Department of Odisha has achieved a remarkable 94% adherence to service timelines across 30 notified citizen services between April 2024 and April 2026.

Out of 6,59,102 applications processed digitally, 6,05,960 were disposed of within the stipulated time frame, reflecting the state’s growing emphasis on digital governance and accountability.

Among the top-performing services, trade licenses recorded 100% compliance, while water and sewerage connections achieved 96%, and property tax new assessments stood at 96%.

However, certain services lagged behind, including property tax ownership transfers (76%), marriage certificates (53%), and online building plan approvals (41% for low-risk, 31% for non-low-risk cases).

The compliance rate for occupancy certificates was only 23%, highlighting areas needing urgent improvement.

H&UD Minister Dr Krushna Chandra Mahapatra emphasised zero tolerance for delays, urging Urban Local Bodies to resolve bottlenecks swiftly.

Despite strong performance overall, 23,740 applications were disposed of beyond timelines, and 16,705 applications remain overdue, primarily in water and sewerage connections.

Additional Chief Secretary Usha Padhee underscored the department’s commitment to leveraging digital tools to simplify services, enhance transparency, and strengthen accountability, reinforcing Odisha’s push toward efficient e-governance.
