Odisha Launches Crackdown on Vehicles Without Fitness Certificates

Bhubaneswar, July 6: The Odisha Transport Commissioner has directed all Regional Transport Officers (RTOs) to intensify enforcement against vehicles operating without valid Fitness Certificates.

According to official data, between April and June 2026, the e‑Detection portal flagged 43,696 challans involving 11,401 unique vehicles.

Alarmingly, 6,635 vehicles were repeat offenders, with some detected over 80 times.

Toll plazas such as Bandalo/Manguli, Pipili, Sergarh, and Gudipada/Gangapada emerged as hotspots for violations.

The directive emphasises strict action under the Motor Vehicles Act, 1988.

Section 207 empowers authorities to seize vehicles lacking valid Fitness Certificates, permits, insurance, or tax. Sections 53–55 allow suspension or cancellation of registration certificates.

RTOs have been instructed to prioritise enforcement:

  • Vehicles detected 10+ times must face action within 7 days.
  • Vehicles detected 5–9 times within 15 days.
  • Vehicles detected 2–4 times are placed on a watch‑list within 30 days.

Monthly compliance reviews will be submitted to the Transport Commissioner.

Officials warned that ignoring repeated violations will be treated as a serious lapse in road safety enforcement.
