Odisha Govt Launches Auto‑Appeal System to Ensure Timely Public Services
The Odisha government has introduced an Auto‑Appeal System under the Odisha Right to Public Services Act, 2012, aimed at strengthening accountability and ensuring citizens receive services within prescribed timelines.
Under this mechanism, if a designated officer fails to deliver a service on time, the application is automatically escalated to the Appellate Authority.
If unresolved within 30 days, it further escalates to the Revisional Authority.
To enforce compliance, officers face a penalty of Rs 250 per day of delay, capped at RS 5,000, recoverable directly from their salary unless valid reasons are provided.
The system eliminates the need for citizens to manually file appeals, offering real‑time monitoring, automatic notifications via SMS, WhatsApp, and email, and complete digital records of applications, hearings, and orders.
Appellate authorities must issue hearing notices at least seven days in advance and pass reasoned orders within statutory timelines.
Once an application enters the auto‑appeal stage, the original officer cannot dispose of it until the appeal is decided.
The Revisional Authority reviews digital records and system logs and can impose penalties after hearings if appeals remain unresolved.
Integration with HRMS and treasury systems ensures penalty recovery and identifies frequent defaulters.
This initiative is expected to enhance transparency, accountability, and efficiency in Odisha’s public service delivery.
