Bhubaneswar Development Authority (BDA) Declares Three New Town Planning Schemes
The Bhubaneswar Development Authority (BDA) has announced its intention to prepare three new Town Planning Schemes (TPS No. 05/2026, 06/2026, and 07/2026), covering a total of 863.29 acres in Malipada and Daspur mouzas.
Under the Odisha Development Authorities Act, 1982, these schemes are aligned with the SAMRUDHA SAHAR initiative and the vision of Viksit Odisha 2036.
The land pooling model ensures that landowners contribute up to 40% of their land for public infrastructure, while 60% is returned as developed plots, enhancing property value and ensuring equitable benefits.
The BDA will soon publish notices in the Odisha Gazette, inviting landowners to submit details of their rights and interests within two months.
Progress on earlier schemes has been significant: TPS Nos. 1–4 (1,577 acres) are already under implementation, with reconstituted plots being handed over and infrastructure works underway.
TPS No. 8 (560 acres in Andharua and Daspur) has been approved, while four schemes in Zone‑4 have recently been declared. Surveys are ongoing for 13 more schemes.
With these new initiatives, the BDA aims to facilitate systematic urban growth, modern infrastructure, and sustainable development, positioning Bhubaneswar as a resilient and future‑ready city.
