Odisha Cabinet Approves Labour Service Rules Amendment, Exempts Officers from Exams

The Odisha Cabinet has approved significant amendments to the Labour Service Rules, 2019, providing long-awaited relief to Assistant Labour Officers (ALO) and Rural Labour Inspectors (RLI) appointed before 2019.

These officers will now be exempted from departmental examinations, paving the way for their regularisation in the Odisha Labour Service and ensuring eligibility for promotions.

The move addresses long-pending career progression concerns while modernising the examination syllabus to align with India’s updated criminal laws.

The revised framework replaces colonial-era legislations with the Bharatiya Nyaya Sanhita, 2023, Bharatiya Sakshya Adhiniyam, 2023, and Bharatiya Nagarik Suraksha Sanhita, 2023.

Officials emphasised that the changes will not only benefit experienced officers but also ensure that future examinations reflect contemporary legal standards, strengthening the state’s labour administration system.
