Bolangir Administration Imposes Section 163 Ban at Lower Suktel Dam

The Bolangir district administration has clamped down on public access to the Lower Suktel Irrigation Project Dam in Magurbeda, enforcing Section 163(1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.

The order, effective from 31 July 2026 for 60 days, comes amid rising monsoon water levels, high‑velocity spillway discharge, and heavy machinery operations that pose serious risks of drowning and accidents.

Authorities have prohibited entry to the dam wall, embankments, spillway, reservoir banks, and control room.

Activities such as bathing, swimming, boating, fishing, selfies, and video shooting are strictly banned. Only government officials, engineers, and security staff are exempt.

Violators will face strict action under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023, along with other security laws.

Warning signboards and barricades are being installed, while police and local officials have been tasked with enforcement and public awareness.

Citizens are urged to avoid restricted zones and prioritise safety during the monsoon season.
