Odisha Unveils EDGE Framework to Realise Viksit Odisha 2036, Targets $500 Billion Economy
Bhubaneswar: Odisha has set an ambitious target of becoming a $500 billion economy by 2036 and a $1.5 trillion economy by 2047, with Chief Secretary Anu Garg outlining the state’s development roadmap through the EDGE framework during a high-level discussion on “Viksit Odisha: Progress, Prospects and the Road to 2047” hosted by Pahlé India Foundation in Bhubaneswar.
The framework, representing Economic Strength, Demography, Geography and Ecosystem, has been positioned as the cornerstone of Odisha’s strategy to achieve the vision of Viksit Odisha and contribute to the national goal of Viksit Bharat 2047.
Speaking at the event, Anu Garg highlighted the need to sustain high economic growth by leveraging Odisha’s vast mineral resources, maintaining fiscal prudence, ensuring water security and attracting greater private investment.
She emphasised that a skilled workforce would be crucial for the state’s growth ambitions, pointing to institutions such as the World Skill Centre as key drivers of future-ready talent development.
The Chief Secretary also underscored Odisha’s geographical advantages, including its mineral reserves, coastline and marine resources.
She identified the blue economy, deep-sea fishing and marine-based industries as sectors with significant growth potential.
Strengthening the ease of doing business and creating a more conducive investment ecosystem were presented as major priorities under the framework.
Among the sectors expected to drive Odisha’s next phase of growth are tourism, information technology, semiconductors, data centres, education, healthcare and agriculture.
Special focus will also be placed on harnessing coastal resources to create employment opportunities and expand economic activity.
Delivering the keynote address, Dr Rajiv Kumar, Chairman of Pahlé India Foundation and former Vice Chairman of NITI Aayog, said Odisha currently contributes 44% of India’s mineral value and must move towards high-value sectors such as green steel, green aluminium, green hydrogen and rare-earth magnets.
He also emphasized integrating underdeveloped districts into global value chains to ensure more balanced growth across the state.
Beyond economic expansion, Anu Garg stressed that Odisha’s development journey would be guided by the principles of Prosperity, Wellness and Equity, ensuring that growth translates into improved quality of life and inclusive progress for citizens.
The event also witnessed the launch of a report by Pahlé India Foundation, supported by Diageo India, which highlighted opportunities to strengthen Odisha’s local supply chains, improve ease of doing business and enhance government-industry collaboration for sustained economic growth.
