Odisha Launches SOP‑2026 to Digitize Bhoodan Lands
The Odisha government has rolled out SOP‑2026, a landmark initiative to digitise and safeguard records of Bhoodan and Gramdan lands.
The move aims to eliminate administrative hurdles, prevent misuse, and ensure rightful distribution to landless families.
The Bhoodan movement, initiated by Acharya Vinoba Bhave, gifted thousands of acres to landless people.
However, many parcels remain unrecorded or misused due to gaps in the Record of Rights (RoR)
To address this, the Revenue & Disaster Management Department has temporarily banned registration and mutation of Bhoodan lands until a digital database is finalised.
Key measures include:
- Digitisation of records by the Odisha Bhoodan Yajna Samiti (OBYS).
- Online portal development by NIC, integrated with Bhulekh and LRMS.
- Tahsildars reconciling registers to form a dedicated Bhoodan Parcel Register.
- Collectors & RDCs supervising monthly progress reviews.
The initiative will also identify unutilized lands for schemes like Vasundhara, ensuring transparency and accountability in land distribution.
Officials emphasise that SOP‑2026 will restore public trust and protect the legacy of the Bhoodan movement.
