Odisha Govt Issues SOP for Apartment Registration to Ensure Transparency
The Odisha Government has introduced a Standard Operating Procedure (SOP) for apartment registration, aiming to streamline the process and safeguard homebuyers’ interests.
Issued jointly by the Revenue & Disaster Management Department and Housing & Urban Development Department, the SOP seeks to eliminate ambiguities in interpreting the Odisha Apartment (Ownership and Management) Act, 2023, the RERA Act, 2016, and the Registration Act, 1908.
The SOP categorises registrations into three types: resale of pre‑RERA apartments, first sale of unsold flats in pre‑RERA projects, and post‑RERA apartments.
For post‑RERA apartments, mandatory conditions include Odisha RERA registration (where applicable), occupancy certificates, registration of Associations of Allottees, declaration under Section 9, and transfer of common areas and amenities.
Competent authorities such as Bhubaneswar Municipal Corporation, Development Authorities, and Revenue Sub‑Divisions will oversee approvals before registration.
Additionally, stamp duty concessions continue, with a 1% concession for transfers in favour of women and nominal fees for deeds transferring common areas to Associations of Allottees.
Officials say the SOP will enhance transparency, accountability, and systematic governance in Odisha’s housing sector, ensuring better protection for buyers and smoother compliance for developers.
