Odisha Govt Cracks Down on Posting Order Delays
Bhubaneswar: The Odisha Finance Department has directed strict action against delays in issuing posting orders for government employees.
Principal Secretary Sanjeeb Kumar Mishra, IAS, noted that files were often kept pending without justification, leading to joining time extensions beyond six months.
Such delays not only burden the state exchequer but also attract adverse audit remarks.
While departments are empowered to sanction joining time up to 120 days, repeated cases of prolonged extensions have prompted this new directive.
The Finance Department has ordered that officers responsible for inaction causing extensions beyond 30 days will face recovery of the idle salary paid to employees.
Proposals for extensions beyond six months will undergo close scrutiny, and departments must avoid treating extensions beyond 120 days as routine.
Additionally, employees awaiting posting orders must be assigned temporary duties to prevent salary payments without work.
Departments are required to clearly state reasons for delays, identify responsible officials, and specify corrective measures before submitting extension proposals.
