The Economic Survey 2025–26 has spotlighted Odisha as a model state for inclusive and sustainable development, citing its innovative policies and robust outcomes across diverse sectors.
Odisha’s push into the semiconductor industry stands out, with the state hosting multiple projects under the India Semiconductor Mission and Semicon India programme.
Investments worth Rs 1.6 lakh crore are set to strengthen domestic production and supply chain resilience, supported by Odisha’s Semiconductor Manufacturing and Fabless Policy.
Education and skilling initiatives such as Mo College and ITI reforms under the “Fix, Scale, Accelerate” strategy have expanded opportunities for students and workers alike, fostering research, internships, and advanced training.
The survey also highlighted Odisha’s success in tribal livelihood programmes, particularly in Gajapati district, where household incomes rose dramatically from Rs 1,500 to nearly Rs 90,000 annually.
By integrating indigenous knowledge, low-cost technologies, and market linkages, the state has reduced distress migration and improved living standards.
Urban reforms and climate action are equally prominent. Liberalised building bye-laws, women’s workforce participation measures, and the Garbage-Free Urban Odisha mission are reshaping cities.
Paradip Port’s designation as a green hydrogen hub further aligns Odisha with India’s clean energy roadmap.
Economically, Odisha has registered impressive growth.
The Net State Domestic Product (NSDP) rose from Rs 6.99 lakh crore in 2023–24 to Rs 7.9 lakh crore in 2024–25, marking a growth rate of 13.04%. Per capita NSDP increased to Rs 1,68,966, reflecting rising prosperity across the state.
With strong performance in industry, education, livelihoods, and climate action, Odisha’s trajectory underscores its emergence as a leader in India’s development story.
