Odisha GST Workshop Highlights Updated Works Contract and TDS Compliance Framework
Bhubaneswar: The Odisha Government has intensified its efforts to strengthen tax compliance and administrative efficiency by organising a workshop focused on GST provisions governing Works Contracts and Tax Deducted at Source (TDS).
The initiative aimed to enhance the understanding of government officials and stakeholders regarding evolving GST regulations and compliance requirements.
During the workshop, participants were briefed on a comprehensive Standard Operating Procedure (SOP) prepared by the Finance Department.
The SOP consolidates updated provisions related to GST applicability, taxation of works contract services, and TDS procedures, while incorporating amendments introduced since the rollout of the Goods and Services Tax regime in 2017.
Officials explained that under the GST framework, works contracts involving immovable property are treated as a supply of services, replacing the earlier dual-tax structure that existed under VAT and Service Tax.
The updated guidelines are intended to provide greater clarity on registration, invoicing, record maintenance, tax deduction procedures, and statutory compliance obligations.
The workshop was organised in response to frequent queries from various government departments regarding GST rates, tax treatment, and procedural requirements in works contract execution.
Experts highlighted the importance of uniform implementation of GST provisions to minimise errors, improve transparency, and ensure proper revenue administration.
Participants were encouraged to utilise the newly issued SOP as a practical reference for handling tax-related matters in works contracts and to seek guidance from the Finance Department whenever complex cases arise.
The initiative is expected to contribute significantly to improved tax governance, smoother project execution, and strengthened fiscal discipline across government departments in Odisha.
