Naveen Patnaik Warns MMDR Bill Threatens Odisha’s Federal Rights

Bhubaneswar: BJD president and Leader of Opposition Naveen Patnaik has sounded a strong alarm over the MMDR Amendment Bill, 2026, warning that it poses a grave threat to Odisha’s fiscal autonomy and federal rights.

In a letter to Chief Minister Mohan Charan Majhi, Patnaik argued that the Bill would strip mineral‑rich states of their constitutional authority to levy taxes and cess on mineral rights, resulting in massive revenue losses.

Patnaik highlighted three provisions as particularly damaging:

• Section 2 expands Union control to “mineral‑bearing lands,” encroaching on state jurisdiction.
• Section 9D prohibits states from imposing taxes or cess on mineral rights unless permitted by the Centre.
• Section 13 grants the Union exclusive authority to frame rules restricting state taxation powers.

Calling the Bill an assault on cooperative federalism, Patnaik urged CM Majhi to convene an All‑Party Meeting and summon a Special Assembly Session to pass a resolution opposing the Amendment Act.

He stressed that Odisha’s economic future, including funding for healthcare, education, welfare, and infrastructure, depends on safeguarding its mineral wealth.

The Chief Minister’s office has yet to issue an official response, but the letter is expected to intensify political debate in the state.
