Odisha Govt Cracks Down on Certificate Delays, Relief for Students
Bhubaneswar: The Odisha government has directed all district administrations to expedite the issuance of domicile, income, and caste certificates under the Odisha Right to Public Services Act (ORTPSA), 2012.
With thousands of students applying for these certificates ahead of the new academic session, delays have often disrupted college admissions.
To address this, the Revenue & Disaster Management Department has instructed officials to ensure timely delivery through the e‑District Portal.
Residence and income certificates will be issued based on applicant declarations, while caste certificates will require field verification within three days at the Revenue Inspector level.
Authorities have been asked to rely on existing government records and digital databases to minimise paperwork.
Deputy Collectors will review daily progress, Additional Collectors weekly, and District Collectors fortnightly, with monthly monitoring by the Revenue Commissioner.
Any negligence or undue delay will invite strict disciplinary action.
This move is expected to ease admission burdens for thousands of students, particularly from rural and marginalised communities who depend on these certificates for reservations and scholarships.
