Odisha Revenue Department Tightens Rules for Collectors on Proposal Submissions
The Odisha Revenue and Disaster Management Department has issued strict instructions to district collectors, emphasising timely and complete submission of proposals and court-related documents.
According to the directive, collectors must ensure that every file sent to the secretariat is thoroughly examined at the district level.
Each proposal should include the full background of the case, relevant laws and rules, a clear analysis of those provisions, and the collector’s own recommendation.
The department has warned against last-minute or incomplete submissions, particularly in litigation matters such as writ appeals, special leave petitions, and contempt cases.
Collectors have been instructed to comply with Law Department guidelines for High Court and Supreme Court cases and avoid unnecessary references to Bhubaneswar when rules are already clear.
To streamline communication, all correspondence must be routed through the official email channel (revsec.od@od.gov.in).
Collectors are also required to establish district-level review systems to prevent incomplete files from leaving their offices.
The department cautioned that officers will face firm action if delays or incomplete proposals result in legal or administrative complications.
The move underscores the government’s focus on accountability, efficiency, and “file hygiene” in administrative processes.
