Odisha Meeting Pushes for Inclusive Property Rights for Disabled Citizens

Bhubaneswar: The seventh meeting of Sakhyama was convened at Tosali Bhavan under the chairmanship of State Commissioner for Persons with Disabilities, Bratati Harichandan.

The session focused on property rights and land ownership challenges faced by persons with disabilities in Odisha.

Officials from the Revenue & Disaster Management Department, including the Deputy Secretary and Joint Inspector General of Registration, joined the deliberations.

Khordha ADM Pratap Chandra Beura highlighted the Basundhara Scheme, which provides housing land to families with less than four decimals of property, and suggested categorising disabilities to streamline benefits.

Commissioner Harichandan emphasised the need for disability‑inclusive options in government forms and schemes to ensure accessibility.

Social Security & Empowerment Department representative Sanyasi Behera shared real‑world challenges faced by persons with disabilities and proposed practical solutions, while Cuttack ADM Dibyalochan Mohanta added perspectives on systemic barriers.

The meeting saw participation from multiple departments, social organisations, institutions, and staff of the Commissioner’s office.

The discussions underscored the urgency of making property rights and land ownership processes more inclusive and accessible for persons with disabilities.
