Odisha Charts Path to Paperless Deed Registration

The Odisha Government has taken a decisive step toward modernising property registration by introducing a paperless system designed to be faster, transparent, and citizen‑centric.

At a high‑level meeting chaired by Revenue & Disaster Management Minister Suresh Pujari, officials discussed amendments to the Registration Act, 1908.

The reforms include eight amendments and nine new provisions, granting legal recognition to electronic books, signatures, and seals.

Citizens will benefit from electronic submission of documents, Aadhaar‑based identity verification (optional), and electronic appearance for enquiries.

Registration records will be digitally integrated with the Unique Property Identification Number (UPIN), land records, cadastral maps, revenue records, and financial institutions.

Standard deed templates for Sale Deed, Agreement to Sale, GPA, and Mortgage will simplify processes, while electronic certificates with digital signatures will carry equal legal validity as physical ones.

The initiative also emphasises cyber security, disaster recovery, and long‑term preservation of electronic records, ensuring integrity and accessibility.

This digital transformation marks a major milestone in Odisha’s governance journey, promising efficiency, transparency, and citizen‑friendly services in property registration.
