Odisha Mandates Fully Digital Public Services to End Manual Interventions
The Odisha government has directed all departments to make public services under the Odisha Right to Public Services Act (ORTPSA, 2012) fully digital and faceless.
Despite online applications being available, manual interventions during processing, approvals, and certificate issuance have continued, forcing citizens to visit offices and interact with officials.
Out of 451 notified services, 352 are already online.
Departments have been asked to redesign workflows to ensure end‑to‑end digital delivery, including system‑generated acknowledgements, digital scrutiny, approvals, and certificate generation.
Citizens will receive automated updates via SMS, email, and WhatsApp, while secure data transmission will ensure transparency and accountability.
The services will be integrated with the Central Monitoring System (CMS) dashboard and “Aama Sathi” WhatsApp bot for real‑time monitoring.
Physical verification or biometric authentication will remain only where legally mandated.
Departments must submit action‑taken reports within 15 days, with the exercise classified as a top priority.
Officials expect this move to reduce citizen hardship, minimise rent‑seeking opportunities, and establish a truly faceless, citizen‑centric administration.
