Odisha Govt Forms Committee to Revise Land Records SOP After 35 Years
The Odisha Revenue and Disaster Management Department has constituted a high-level committee to revise the Standard Operating Procedure (SOP) manuals for recording government and private (raiyat) land.
The committee will be headed by the Special Secretary of the department, with members including the Additional Secretary (Consolidation & Settlement), Director of Land Records & Surveys, a representative from the Board of Revenue, and the Joint Administrative Member-Coordinator.
The SOP manuals, last published in 1990, have become outdated due to significant changes in policies, rules, and administrative practices over the past 35 years.
The committee’s mandate is to review the existing manuals, incorporate new laws, rules, circulars, and instructions, and prepare a fresh draft in both Odia and English.
The committee has been given one month to submit the revised draft to the government for approval.
It is also authorised to consult experts and officials as needed during the process.
This move is expected to streamline land record management, improve transparency, and ensure consistency in administrative practices across Odisha.
