Odisha–BIS Partnership to Boost Quality Standards

Bhubaneswar: The Government of Odisha and the Bureau of Indian Standards (BIS) are intensifying efforts to embed Indian Standards across governance, procurement, and public services.

At the 3rd State‑Level Committee meeting on Standardisation held at Lok Seva Bhawan, Chief Secretary Anu Garg emphasised that standardisation is critical for ensuring quality, safety, and efficiency.

Key initiatives include capacity‑building training for officials in departments such as PWD, Health, Agriculture, Labour, Urban Development, and Women & Child Development.

Departments have been directed to reference Indian Standards in procurement, with plans for API integration between state portals and the BIS website.

To empower consumers, the BIS CARE App will be promoted widely, enabling citizens to verify HUID/ISI marks, access standards, locate labs, and lodge complaints.

Jewellery shops will be required to display app information prominently.

Infrastructure development is also on the agenda, with Odisha set to host a BIS Office and Laboratory Complex specialising in advanced testing for gold, silver, steel, and aluminium.

MSMEs will benefit from the BIS Laboratory Assistance Scheme, which offers 80% fee rebates and relaxed testing requirements.

Concrete action points include piloting BIS Standard IS 17482:2020 for piped drinking water management, enforcing lift safety compliance, and strengthening Standards Clubs in educational institutions.

The Chief Secretary directed the committee to meet at least twice a year to monitor progress.

This collaboration aims to build a quality‑conscious ecosystem in Odisha, ensuring safer products, better infrastructure, and stronger public trust.
