Odisha Simplifies Homestay Registration to Boost Tourism Growth
The Odisha government has unveiled the Homestay Establishment Scheme 2025, streamlining registration norms to encourage rural and urban households to participate in tourism.
Key reforms include:
- Trade Licence: Mandatory only for urban homestays; rural operators can rely on Gram Panchayat certification or self‑declaration.
- Building Plan Approval: Required only for large plots (over 500 sq. m) or multi‑storey structures in rural areas.
- Fire Safety: Certificates needed only for buildings taller than 12 metres or with built‑up areas exceeding 500 sq. m.
- Electrical Safety: Waived for homestays with electricity demand up to 5 kW.
- Solid Waste Management: Urban operators must show receipts; rural operators can submit Panchayat receipts or undertakings.
Officials say the relaxed compliance will empower local households, expand authentic tourism experiences, and strengthen Odisha’s footprint across beaches, temples, and tribal hinterlands.
