Odisha Govt Issues Interim GRGCs Ahead of VB‑GRAMG Rollout

The Odisha Government has directed district administrations to issue Interim Gramin Rozgar Guarantee Cards (GRGCs) under the VB‑GRAMG Act, 2025.

This move ensures uninterrupted access to rural employment benefits while permanent cards are being printed.

Existing e-KYC-verified MGNREGA job cards will temporarily serve as GRGCs until final cards are distributed.

Gram Panchayats will accept applications, verify eligibility, complete e‑KYC, and register beneficiaries via the VB‑GRAMG Soft portal.

Interim cards will be digitally generated, printed, signed by competent authorities, and handed to beneficiaries with proper acknowledgement.

The interim cards remain valid until final GRGCs are issued, after which old MGNREGA cards or temporary GRGCs will be cancelled.

The Act, effective July 1, 2026, guarantees 125 days of wage employment annually for rural households undertaking unskilled manual work.

State Governments, District Programme Coordinators, Programme Officers, and Gram Panchayats have been instructed to ensure that no eligible household is denied employment due to delays in card issuance.
