Odisha Govt Invokes ESMA to Ban Power Sector Strikes for Six Months
Bhubaneswar, May 21: The Odisha government has invoked the Odisha Essential Services (Maintenance) Act (ESMA), 1988, to prohibit strikes in the state’s power sector for six months.
The order covers GRIDCO, OPTCL, OHPC, OPGC, and the four Tata Power distribution companies — TPCODL, TPNODL, TPSODL, and TPWODL — along with other power‑generating organisations.
The notification defines “strike” broadly, including cessation of work, refusal to work, unauthorised absence, or refusal to accept employment when done collectively.
Officials stated the move is necessary to maintain industrial peace and ensure uninterrupted electricity supply, which is critical for households, industries, hospitals, and essential services.
The decision comes amid unrest among power distribution employees over layoffs, wages, outsourcing, and service conditions.
Experts warn that prolonged disruption in electricity could have cascading effects across Odisha’s economy and infrastructure.
