Odisha Government Reshuffles IAS Officers for Efficiency

Bhubaneswar: The Odisha government has effected a significant reshuffle in the IAS cadre to strengthen administrative efficiency and capacity building.

Chithra Arumugam, a 1995‑batch IAS officer, has been appointed as Director General, Training Coordination at the Gopabandhu Academy of Administration.

She will continue to hold her role as Additional Chief Secretary of the Science & Technology Department.

Arumugam previously managed the Labour & ESI Department along with additional charges in Science & Technology and Training Coordination.

Dodda Venkata Swamy, a 2001‑batch IAS officer returning from central deputation, has been appointed as Principal Secretary, Labour & ESI Department.

His central‑level experience is expected to strengthen labour welfare, employment generation, and employee rights in Odisha.

The reshuffle reflects the state’s strategic intent to align experienced officers with critical priorities — grooming future administrators and reinforcing welfare mechanisms for workers across Odisha.
