Govt Tightens Oversight on NGO‑Managed Special Schools in Odisha

The Odisha government has directed all District Social Security Officers (DSSOs) to conduct a statewide survey of special schools operated by NGOs that lack official recognition from the Department of Social Security & Empowerment of Persons with Disabilities (SSEPD).

According to the directive, DSSOs must prepare district‑wise reports detailing the names, addresses, managing NGOs, and application status of such institutions.

These schools have been instructed to apply for permission and recognition under the Rights of Persons with Disabilities (RPwD) Act, 2016 and relevant government guidelines.

The move aims to bring unregulated special schools under the government’s framework, ensuring accountability, compliance with legal standards, and safeguarding the rights of persons with disabilities.

The SSEPD has emphasised immediate compliance, with instructions already circulated to all districts.
