Govt Tightens Accountability in Rural Schemes with Time-Bound Grievance Redressal Framework

New Delhi: In a significant step towards enhancing transparency and accountability in rural development programmes, the Ministry of Rural Development has introduced the VB-G RAM G Grievance Redressal Rules, establishing a structured and time-bound mechanism for handling complaints related to rural schemes.

The newly notified framework mandates states and implementing agencies to establish a three-tier grievance redressal system at the Gram Panchayat, Block, and District levels.

Dedicated Grievance Redressal Officers will be responsible for receiving, registering, investigating, and resolving complaints within prescribed timelines.

Under the new rules, citizens can lodge grievances through multiple channels, including physical submissions, Speed Post, telephone helplines, digital platforms, and other methods approved by state governments.

Authorities have been directed not to reject complaints on technical grounds such as language, format, or mode of submission.

To ensure greater transparency, every complaint must be acknowledged with a unique registration number, enabling beneficiaries to track the status of their grievances.

Physical complaints are also required to be digitised promptly and entered into the online monitoring system.

The framework sets strict timelines for grievance handling. Initial inquiries are to be completed within seven working days, while complaints should be resolved within 15 days of receipt.

Cases that remain unresolved within the stipulated period will automatically be escalated to higher authorities for further action.

Officials believe the new mechanism will improve accountability and responsiveness in the implementation of rural development programmes by ensuring that beneficiaries receive timely and effective redressal of their concerns.

The move is expected to strengthen public trust in rural welfare schemes while making grievance management more transparent, accessible, and technology-driven across the country.
