BJD Escalates Fight Against MMDR Act | Naveen Patnaik to Lead Sept 28 Protest
The Biju Janata Dal (BJD) has intensified its opposition to the Centre’s Mines and Minerals Development and Regulation (MMDR) Amendment Act, branding it a “black law” that undermines federalism and strips states of their constitutional rights over mineral resources.
Party President and former Chief Minister Naveen Patnaik will spearhead a massive protest at Lower PMG in Bhubaneswar on September 28, rallying public support against the legislation.
Senior leader Debi Prasad Mishra highlighted that Odisha, which holds nearly 44% of India’s mineral reserves, faces severe financial losses due to the amendment.
He recalled that the Supreme Court’s July 2024 verdict had upheld Odisha’s right to levy mining taxes, enabling recovery of over ₹1 lakh crore in dues and annual revenue of ₹12,000 crore.
The new amendment, however, nullifies this gain.
Dr Arun Kumar Sahoo criticised Odisha’s BJP MPs for remaining silent during the bill’s passage, while Sudam Marndi warned that tribal communities dependent on land, water, and forests would be disproportionately affected.
Minister Pritiranjan Gharai urged Odias to unite against the law, stressing that the fight is not only about financial autonomy but also about safeguarding indigenous heritage.
The BJD has announced statewide blockades and economic demonstrations to intensify pressure on the Centre.
