Strategic Land Management Paves Way for Viksit Odisha
Bhubaneswar, April 1: The Housing and Urban Development Department convened a high-level session in Bhubaneswar to emphasise the role of strategic urban land management in realising the vision of Viksit Odisha.
Additional Chief Secretary Usha Padhee underscored that informed land management is central to building sustainable, future-ready cities.
She highlighted the importance of understanding land categories, regulatory frameworks, and innovative financing tools such as land value capture.
Former IAS officer Hari Ballav Mishra provided expert insights into evolving legal, administrative, and policy aspects of land management.
He stressed the need for clarity in legacy classifications and modern policy adaptation.
Discussions focused on optimising the use of Nazul, Khasmahal, Government Khas Possession (GKPB), and leasehold lands amid rapid urbanisation.
Senior officials, including Collectors, Municipal Commissioners, and officers from Revenue and GA Departments, participated both physically and virtually.
The session concluded with a strong emphasis on leveraging land resources for planned growth, improved service delivery, and sustainable financing of urban infrastructure.
