Odisha’s 5T Governance Model Reaches Harvard as V.K. Pandian Shares Administrative Reforms

Bhubaneswar: Odisha’s governance innovations received international attention as V.K. Pandian, former IAS officer and key architect of several administrative reforms in the state, presented the 5T Governance Model at Harvard Kennedy School.

The discussion highlighted Odisha’s experience in citizen-centric governance, disaster resilience, and technology-driven administration.

Speaking at a session organised at Harvard Kennedy School, V.K. Pandian outlined how the 5T framework, built on Teamwork, Technology, Transparency, Transformation, and Time, was designed to improve governance delivery and strengthen public service systems across Odisha.

During the interaction, he shared insights into the state’s administrative journey and the implementation of reforms aimed at making governance more accessible, efficient, and accountable.

The discussion emphasised the role of technology and measurable outcomes in driving institutional transformation.

A significant portion of the presentation focused on Odisha’s disaster management model, which has been widely recognised for its preparedness, early-warning mechanisms, large-scale evacuation systems, and coordinated emergency response strategies.

Lessons from these experiences were also applied during the COVID-19 pandemic, helping strengthen public service delivery during crises.

The session also highlighted key initiatives undertaken in Odisha, including the 5T High School Transformation Programme, Jaga Mission for urban land rights, MGNREGS wage payment reforms in Ganjam, and the “Window of Hope” initiative for persons with disabilities in Mayurbhanj.

These programs were presented as examples of governance interventions focused on inclusivity and social development.

Describing the opportunity as an honour, V.K. Pandian credited former Odisha Chief Minister Naveen Patnaik and Team Odisha for the state’s governance transformation.

The Harvard engagement signals growing international interest in Odisha’s governance practices and public administration innovations.
