Odisha Targets Zero Lightning Deaths with Panchayat Sirens and Smart Early Warnings
Bhubaneswar: The Odisha State Disaster Management Authority (OSDMA) has unveiled a comprehensive roadmap aimed at achieving zero lightning fatalities in the state, with a strong focus on early warnings, community preparedness, and protection of vulnerable populations.
The strategy was outlined during a two-day National Lightning Safety Workshop held in Bhubaneswar.
The workshop brought together disaster management experts, scientists, public health professionals, academicians, and government officials to develop a coordinated framework for reducing lightning-related deaths and injuries in Odisha.
The initiative seeks to strengthen the state’s resilience against one of the most recurring natural hazards affecting rural communities.
A key highlight of the proposed strategy is the installation of automated siren systems at the Panchayat level to provide timely alerts before lightning strikes.
Authorities also plan to expand the use of SMS alerts, mobile applications, Interactive Voice Response Systems (IVRS), public announcements, and community-based warning networks in local languages to ensure the last-mile delivery of weather warnings.
The roadmap places special emphasis on safeguarding farmers, agricultural workers, students, outdoor labourers, and residents of lightning-prone regions.
Experts at the workshop recommended integrating low-cost lightning sensors with agricultural shelters and strengthening district-level vulnerability assessments to identify high-risk zones.
Participants also highlighted the importance of emergency medical preparedness, particularly during the “golden hour” following a lightning strike.
Improved first-aid response mechanisms and trauma care were identified as critical components of the state’s safety strategy.
The workshop identified ten priority action areas that will form the basis of Odisha’s upcoming Lightning Safety Standard Operating Procedure (SOP).
The SOP is expected to define the responsibilities of key stakeholders, including OSDMA, district administrations, the India Meteorological Department (IMD), health authorities, educational institutions, and Panchayati Raj Institutions.
Officials said the initiative will guide the state’s long-term lightning risk reduction efforts through a dedicated action plan and inter-agency coordination framework.
The strategy represents a significant step toward protecting lives, reducing economic losses, and building safer communities across Odisha.
