Odisha Revises Financial Powers for Urban Local Bodies and Smart City Projects

The Odisha government has revised the financial powers of Urban Local Bodies (ULBs) and Smart City projects to accelerate bill clearance and strengthen urban governance.

Under the new framework, Municipal Commissioners can sanction payments up to Rs 1 crore, while Executive Officers are authorised to clear bills up to Rs 20 lakh.

Payments above Rs 20 lakh will be handled by Chairpersons, and bills exceeding Rs 1 crore will require approval from Mayors.

For Smart City initiatives, Managing Directors have been granted full authority to clear all bills without any upper limit, ensuring faster decision-making and project execution.

Officials stated that the move aims to streamline administration, reduce delays, and enhance efficiency in Odisha’s rapidly expanding cities.
