Odisha Releases Second Instalment of Gyanodaya Scheme Funds
The Odisha government has released the second instalment of funds under its flagship Gyanodaya – Shiksha Ru Samruddhi scheme, which promises free education from KG to PG in government and government-aided institutions.
An amount of ₹14.34 crore, representing 15% of the annual allocation, has been transferred directly to eligible higher education institutions through the Student Academic Management System (SAMS) for the 2026–27 academic year.
This follows the first instalment of ₹9.56 crore (10%) disbursed earlier after Phase‑I undergraduate admissions.
With this release, a total of ₹23.90 crore has been disbursed so far to government, government-aided colleges, and state public universities under the fee-waiver program.
The scheme covers free education for Classes IX–XII and regular undergraduate/postgraduate programs, while excluding professional, technical, self-financing, unaided, and PPP-mode courses.
Three more instalments of 25% each will be disbursed during the academic year, contingent on verification of admissions, attendance, and compliance.
The initiative, approved by the Odisha Cabinet in July 2026, is seen as a major step toward expanding access to higher education across the state.
