Odisha Implements OSWAS Across 115 Urban Local Bodies to Boost Transparency
Bhubaneswar, April 15: Odisha has achieved a major milestone in urban governance by rolling out the Odisha Secretariat Workflow Automation System (OSWAS) across all 115 Urban Local Bodies (ULBs), including 5 Municipal Corporations, 48 Municipalities, and 62 Notified Area Councils.
Developed by Tata Consultancy Services (TCS) with support from the Odisha Computer Application Centre, OSWAS replaces manual, paper-based administration with a digital, transparent, and efficient workflow system.
Key features include end-to-end digital file management, real-time tracking, time-bound decision-making, standardized workflows, digital audit trails, and automated escalation mechanisms.
Minister Dr Krushna Chandra Mahapatra hailed OSWAS as a cornerstone reform enhancing speed, accountability, and transparency, while Additional Chief Secretary Usha Padhee emphasized its role in enabling real-time monitoring and data-driven decisions.
Officials believe the reform will lead to faster file disposal, improved accessibility of records, better coordination, and scalable governance, setting a national benchmark aligned with the vision of Viksit Odisha.
