Odisha govt mandates internal complaint committees in higher educational institutions

Bhubaneswar, (Orissa Today), Sept 24: In response to recent complaints of sexual harassment at various universities, the Odisha government has directed the heads of all higher educational institutions (HEIs) to create a safe and secure environment for both employees and students.
In a letter sent to registrars and principals of all public, private, and deemed universities, as well as government and non-government degree colleges and teacher education institutions, the Higher Education Department mandated the establishment of Internal Complaint Committees (ICCs). Institutions must submit compliance reports by September 30.
Referring to the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, the letter emphasized, “To fulfill statutory obligations under this Act, each institution is required to form an ICC as per Section 4. This committee plays a vital role in addressing grievances related to sexual harassment and fostering a positive, respectful workplace.”
The ICC must include a female presiding officer at a senior level, at least two employees, and one member from an NGO or women’s association. The Act aims to prevent sexual harassment in workplaces, including educational institutions, while providing a mechanism for redressal of complaints.
