Odisha Govt Issues Standing NOC for SME Staff | Job Applications Made Easier
In a landmark administrative reform, the Odisha government has issued a standing No Objection Certificate (NOC) for all teaching and non-teaching employees under the School and Mass Education (SME) Department, including those in fully-aided institutions.
This move empowers staff to apply for jobs and appear in recruitment exams conducted by UPSC, OPSC, OSSC, OSSSC, and the State Selection Board without seeking fresh approval each time.
The SME Department emphasized that the standing NOC is designed to eliminate procedural delays and reduce the burden of repeated paperwork. However, the government has outlined key conditions: employees must ensure their duties are not compromised, prior approval is still required for leave or travel, and selection for a new post does not automatically relieve them from current responsibilities.
Officials believe this reform will enhance administrative efficiency and allow timely submission of applications. The standing NOC can now be presented directly to recruitment boards or prospective employers as needed.
