Odisha Cabinet Clears ₹1,615 Cr Housing Push for Urban Poor
Bhubaneswar: The Odisha Cabinet has approved a landmark housing initiative, PMAY-(U) BANDHU (Beneficiary Assistance for Nurturing Development of Housing Units), with an outlay of Rs 1,615 crore for 2025–2030.
The scheme aims to achieve universal pucca housing coverage for all eligible urban families by 2029.
Currently, only 59% of urban households have pucca houses.
The new scheme targets raising this figure to 90% by 2029, supporting nearly 3–3.5 lakh families under PMAY-U 2.0.
The program is structured around four components:
- ₹675 crore for viability gap funding of Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH), and Transit Housing projects.
- ₹685 crore for direct financial assistance, including labour compensation and early-completion incentives.
- ₹100 crore for affordable housing loans and interest subvention for deprived families.
- ₹125 crore for families displaced due to slum-proofing or cluster housing projects.
Beyond housing, the scheme emphasises sustainability with solar power, rainwater harvesting, and open spaces, while ensuring social infrastructure such as Anganwadi centres, health facilities, and PDS outlets.
Vulnerable groups and persons with disabilities will receive priority allotment.
Covering all 115 Urban Local Bodies and 28 newly notified ones, the scheme complements the Odisha Housing for All Policy and reinforces the national vision of “Housing for All.”
