Odisha Bans Home Document Registrations, Tightens Rules for Exceptions
Bhubaneswar, April 25: The Odisha Government has issued a directive banning routine document registrations at private residences, restricting them to urgent cases only with prior approval from senior authorities.
The Revenue & Disaster Management Department instructed all registration officials to strictly adhere to the Indian Registration Act, 1908 and the Odisha Registration Rules, 1988, following reports of widespread irregularities.
Under the new rules, home registrations will be permitted only in exceptional circumstances such as physical illness, arrest, or inability to visit the office. Approval must be obtained from:
- ADM & District Registrar for intra‑district cases
- Inspector General of Registration for inter‑district cases within Odisha
- State Government for cases outside Odisha
Authorities have emphasised strict verification and monitoring, warning that violations will invite disciplinary action.
The move aims to restore transparency, prevent misuse, and uphold the sanctity of the registration process.
