Mayurbhanj Sarpanch Faces Disqualification Over Two‑Child Norm Violation

The Mayurbhanj district administration has moved to disqualify Ludu Surin, Sarpanch of Ramchandrapur Gram Panchayat in Kaptipada Block, for allegedly violating the two‑child norm mandated under the Odisha Gram Panchayat (OGP) Act, 1964.

The complaint, filed by Rajkishore Nayak and others, alleged that Surin misrepresented the number of her children in her nomination papers.

Verification reports from the Block Development Officer, Medical Officer‑in‑Charge, and Block Education Officer confirmed that Surin has four children, two of whom were born after the 1994 amendment enforcing the two‑child rule.

Despite repeated notices, Surin failed to attend hearings or submit documents.

On April 23, 2026, the Collector sought a written explanation, but no reply was received.

Subsequently, the Collector recommended disqualification under Section 25(v) of the OGP Act, forwarding the matter to the Director of Panchayati Raj for final action.

This case highlights Odisha’s strict enforcement of the two‑child norm in Panchayati Raj institutions, reinforcing accountability and population control measures among elected representatives.
