Odisha Urban Conclave 2025: Bhubaneswar Hosts Visionary Urban Development Summit

Bhubaneswar, October 23, 2025 — The Odisha Urban Conclave 2025 commenced today in Bhubaneswar, bringing together urban planners, policymakers, and municipal leaders to chart a transformative roadmap for the state’s cities.

Organized by the Housing & Urban Development Department, the two-day event aligns with the ambitious goals of Viksit Odisha by 2036 and Viksit Bharat by 2047.

Inaugurating the conclave, Dr. Krushna Chandra Mohapatra, Minister for Housing & Urban Development, emphasised the urgency of building sustainable infrastructure, improving service delivery, and empowering local governance. “Urban transformation is not just about concrete and cables—it’s about people, participation, and purpose,” he stated.

Principal Secretary Smt. Usha Padhee outlined the state’s urban development roadmap, spotlighting citizen-centric planning, collaborative governance, and digital innovation as key pillars.

Arindam Dakua, Director of Municipal Administration, welcomed delegates and set the tone for dynamic discussions.

Sessions throughout the day tackled critical themes including urban mobility, sanitation, housing, water supply, e-governance, and financial management.

Experts shared strategies to enhance transparency, strengthen municipal finance, and scale successful initiatives across Urban Local Bodies.

The PM SVANidhi scheme received special attention for its role in uplifting urban livelihoods. Municipal Commissioners, Executive Officers, and Engineers from across Odisha actively contributed insights, challenges, and success stories.

The conclave underscored the need for data-driven decision-making and multi-stakeholder collaboration to build resilient, inclusive cities.
