Odisha Rolls Out Roadmap for Solid Waste Management Rules 2026
Bhubaneswar: Odisha has initiated a comprehensive action plan for the implementation of the Solid Waste Management (SWM) Rules, 2026, with Chief Secretary Anu Garg chairing the first meeting of the State-Level Committee at Lok Seva Bhawan.
The meeting, organised by the Odisha State Pollution Control Board (OSPCB), focused on strengthening waste management practices across the state, ensuring compliance with regulatory mandates, and defining the responsibilities of various departments for effective implementation.
A major emphasis was placed on source-level segregation of waste, scientific processing methods, and environmentally safe disposal of residual waste.
The committee discussed measures to enhance waste treatment infrastructure, including the establishment of sanitary landfills, waste processing plants, and the remediation of legacy waste dump sites.
To strengthen monitoring and accountability, district-level monitoring cells will be established under the supervision of District Collectors.
These cells will oversee implementation, track compliance, and ensure timely execution of waste management initiatives.
The meeting also stressed stricter enforcement against bulk waste generators failing to comply with prescribed norms.
Authorities highlighted the importance of integrating digital monitoring systems to improve transparency, efficiency, and data-driven decision-making in waste management operations.
Recognising public participation as a key factor in achieving long-term success, the committee called for extensive awareness campaigns involving educational institutions, industries, local bodies, public representatives, and citizen groups.
Waste management concepts are also expected to be promoted through school-level educational initiatives.
Chief Secretary Anu Garg emphasised that maintaining a clean and sustainable environment requires coordinated efforts from government departments, local administrations, industries, educational institutions, and citizens alike.
All departments and District Collectors have been directed to adhere to implementation timelines set by the Odisha State Pollution Control Board to ensure effective enforcement of the Solid Waste Management Rules, 2026.
