
Odisha Launches Crackdown on Illegally Modified DJ Vehicles Amid Safety Alarms
Bhubaneswar, Sept 17 — In a decisive move to curb the rising threat posed by dangerously altered DJ vans and buses, the Odisha State Transport Authority has issued Circular-02/2025, mandating strict enforcement against unauthorised vehicle modifications.
The directive targets structural and electrical changes that violate the Motor Vehicles Act, 1988 and Central Motor Vehicles Rules, 1989.
These include oversized dimensions, high-intensity LED and laser lighting, and overpowered sound systems—alterations that breach safety standards under AIS-008 and AIS-052.
Recent incidents have underscored the urgency: a DJ van in Cuttack caught fire in May 2025 due to a short-circuit, injuring two passengers.
In March 2024, a DJ bus overturned in Bargarh, injuring 15, while a fatal crash near Ganjam in November 2023 was linked to blinding strobe lights.
Under Sections 190(2), 182A(4), and 56(4) of the MV Act, authorities are empowered to cancel Fitness Certificates and seize non-compliant vehicles. Enforcement officers are instructed to document violations with photo and video evidence, especially during festivals and nighttime operations.
This crackdown aligns with Odisha’s flagship “COME HOME SAFE” campaign, which promotes responsible driving and public awareness. Citizens are urged to avoid hiring such vehicles and report violations to local transport authorities.
