Odisha Launches Climate-Smart Agriculture Alliance to Protect Farmers from Climate Change
Bhubaneswar, December 20, 2025 — In a landmark step to strengthen agricultural resilience against climate change, Odisha’s Agriculture & Farmers’ Empowerment Department has launched the Odisha Climate-Smart Agriculture Alliance (OCSAA).
The initiative was formalised during a high-level inception workshop that brought together government officials, research institutions, private sector partners, civil society organisations, and policy experts.
The alliance, developed in collaboration with the Centre for the Study of Science, Technology and Policy (CSTEP) and Catalyst Management Services (CMS), aims to scale climate-resilient farming practices across the state.
Its focus includes embedding resilience into agricultural policies, enhancing soil and water conservation, promoting diversified cropping systems, harnessing digital tools, and mobilising blended finance for widespread adoption.
Principal Secretary Dr Arabinda Kumar Padhee emphasised that climate change cannot be tackled in isolation, highlighting OCSAA as a platform to showcase and implement prioritised technologies.
Prof. Pravat Kumar Roul, Vice Chancellor of OUAT, underscored the urgency of collective action to ensure food and nutrition security.
Other experts, including Subrat Kumar Panda (Director of Soil Conservation), Dr Indu K. Murthy (CSTEP), and Shiv Kumar (CMS), stressed the farmer-centric and partnership-driven approach of the alliance.
By uniting diverse capabilities, OCSAA positions Odisha as a national frontrunner in science-driven, farmer-focused climate action, ensuring sustainable growth and long-term prosperity for its farming communities.
