Odisha Govt Orders Time-Bound Affordable Housing Allotment | No New Slums Policy

The Housing & Urban Development Department of Odisha has directed officials to ensure the timely allotment and occupation of completed affordable housing projects across the state.

At a high-level review meeting chaired by Principal Secretary Smt. Usha Padhee, the department emphasised strict adherence to project timelines and reinforced its policy of “No New Slums, No New Encroachments.”

Key projects reviewed included Chandrasekharpur (Buddha Vihar), Nilamadhab Awas Yojana, Santipali Awas Yojana, and Subuddhipur Affordable Housing Project, along with upcoming developments at Ghatikia and Gadakana.

To streamline the process, an Empowered Committee has been constituted to oversee policy decisions, coordinate between agencies, and resolve inter-departmental issues.

As part of the new framework, completed housing units will be provisionally allotted to eligible beneficiaries for six months. During this period, officials will monitor occupancy, usage, and compliance with eligibility conditions.

Final allotments will be issued only after successful completion of this watch period. The government has also prohibited the transfer or sub-letting of allotted units to ensure disciplined utilization.

The initiative integrates housing allotments with the AMA BUS public transport system, promoting sustainable urban mobility and accessibility.

Rental housing for migrant workers, the urban poor, and families in transition has been prioritised, with NGOs identified as key partners for outreach, verification, and post-allotment support.

Senior officials from BDA, BMC, and the Housing & Urban Development Department attended the meeting, reaffirming Odisha’s commitment to planned urban growth and inclusive housing solutions.
